We are currently seeking qualified candidates for the position of: Health Systems Strengthening (HSS) Advisor for an anticipated USAID-funded integrated health project in Mozambique. This position will be based in Zambézia.

Description:

HSS Advisor will provide technical oversight of health systems strengthening and technical assistance (TA) activities related to service delivery of maternal newborn and child health (MNCH), nutrition, and immunization programming.  The HSS Advisor will report directly to the Integrated Health Service Delivery Technical Advisor and work in tandem with other technical and operational staff to support efficient and effective project implementation.  This position will take a leadership role in ensuring the Activity meets stated health system strengthening goals, quality standards, and reporting requirements. The HSS Advisor will also coordinate among USAID, donors, other health implementing partners (IPs), and numerous Government of the Republic of Mozambique (GRM) institutions and representatives, at the district, provincial and national level, for health system strengthening activities. The proposed candidate must fulfill the position requirements detailed below.

Job Summary/Responsibilities:

  • Lead the technical direction of HSS activities, based on local and global best practices.
  • Provide strategic leadership on HSS policy and programming in ways that are sensitive and beneficial and in harmony with other health projects and coordinating mechanisms.
  • Contribute to program/project design, implementation, learning, and monitoring and evaluation through active collaboration with project teams and GRM.
  • Actively ensure alignment across the project’s approaches across all levels to ensure the project delivers a comprehensive and coordinated package of technical support on HSS priorities.
  • Lead the day to day technical and operational activities of HSS activities in close alignment and collaboration with the QI Advisor, Supply Chain Advisor, and other Technical Advisors.
  • Lead the development and refinement of HSS project inputs (trainings/mentoring/coaching, tools, guidelines, and standards).
  • Support the Technical Director and collaborate with other Advisors to ensure that all areas of the project are integrated and maximize the use of available project resources.
  • Contribute to the learning agenda by identifying information gaps in HSS that could be filled by secondary data analysis, literature reviews, field testing of new approaches, and collaborative learning events, and lead technical inputs on learning activities related to HSS.
  • Maintain diplomatic and high-quality interactions and clear and consistent communications internally and with partners.

Qualifications:

  • Master’s degree or its international equivalent in a relevant field such as medicine, public health, health administration, or public administration. Public health training is strongly preferred.
  • At least eight years of experience coordinating or implementing health service improvement programs, or providing technical assistance for MNCH, nutrition, and/or immunization service delivery with at least six of those years working in the Mozambique health system.
  • Deep knowledge of the landscape for health programming in Mozambique, including GRM and USAID priorities.
  • Ability to interact effectively and collaboratively with a broad range of public and private sector counterparts, donors, and other key stakeholders.
  • Excellent knowledge of Mozambique provincial, district and community-level structures.
  • Experience leading moderate to large size teams of health professionals.
  • Excellent interpersonal, and English language writing, and oral presentation skills.
  • Experience working with a USG-funded program is desired.
